Duties and Responsibilities
  1. Reviews & audits all personnel transactions for accuracy & compliance, determining appropriateness in relations to all applicable university, collective bargaining, state, federal, and third party policies and procedures.
  2. Inputs, generates, and processes Payroll Notification Forms (PNFs) and casual/overload (Form 6s). Ensures data is accurate and input in a timely manner.
  3. Responsible for initial orientation & in-processing of new employees, generates the appropriate payroll document(s), routes for signature & timely processing. Verifies accuracy of employee data in employee files/Peoplesoft system.
  4. Independently reviews for accuracy & compliance on all recruitment documents, including SF-1’s vacancy announcements, recommendation to hire memo for faculty, APTs, GA, civil service & casual & overload appointments.
  5. Coordinates annual health plan Open Enrollment for CNS announcement of meetings and deadline on forms submissions. Assists faculty & staff in resolving various problems regarding employee benefits.
  6. Assists in the management & maintenance of all confidential personnel files and records, in accordance with State and Federal laws and union contracts.
  7. Assists with the preparation of workers’ compensation reports, and calculation of claims for temporary disability as needed.
  8. Notifies supervisors of support employee performance appraisals requirements and deadlines. Provides guidance and assistance to supervisors on process and procedure as needed.
  9. Provides support services in personnel management or other administrative areas as needs arise.
  10. Assists the Chief Administrative Officer on other assignments as needed.
  11. Ensures that personnel transactions are processed and submitted to the payroll office in a timely manner.
  12. Reviews and oversees the processing of appropriate supporting documents for new appointments, resignations, terminations, leaves without pay, transfers, pay changes, account codes and status changes.
  13. Reviews appointments and employment forms such as I-9s, benefit forms, etc. to ensure completeness, accuracy, and compliance.
  14. Prepares and audits G-2’s for college personnel. Processes and disburses as appropriate.
  15. Administers rules and regulations, and develops college policies and procedures for the Student Employment and Cooperative Education (SECE) program. Oversees the processing of student appointments and payments.
  16. Assists in developing and writing student assistant position descriptions. Establishes and/or classifies position classifications and pay. Reviews requests for pay increment and/or promotion.
  17. Distributes information on upcoming training programs and ensures that appropriate forms are completed on a timely basis for training and workshops.
  18. Audits applications for benefit enrollment and changes for eligibility and timely submissions; processes and distributes as appropriate.
  19. Review reports of work related injuries and timely submission to appropriate offices.
  20. Review notices of unemployment insurance claims filed with the Department of Labor and Industrial Relations. Based on research of personnel files, prepares appropriate responses to DLIR.
  21. Responds to requests for employment verification.
  22. Processes TAPs payments for casual and overload payroll.
  23. Provides notary services for State of Hawaii personnel forms.
  24. Other duties as assigned
Minimum Qualifications
  1. Possession of a baccalaureate degree in business administration or related field and 0 year(s) of progressively responsible professional experience with responsibilities for N/A; or equivalent education/training or experience.
  2. Functional knowledge of principles, practices and techniques in human resource management demonstrated by knowledge, understanding and ability to apply concepts, terminology.
  3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resource management.
  4. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the human resource management.
  5. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.

Duties and Responsibilities
  1. Serve as Chief Administrative Services Officer, responsible for the management and administration of areas including, but not limited to, accounting, finance, human resources, organization and facilities management.

  9. Review and approve vacancy announcements for content and to ensure that University policies and procedures, collective bargaining provisions, and equal employment opportunity/affirmative actions requirements are met.
  10. Review and approve requests for overload ensuring compliance with University policies and procedures, collective bargaining agreements, Federal regulations, and other terms and conditions set forth by granting agencies.
  11. Supervise the proper application of employee benefit programs, workers' compensation claims procedures, and temporary disability benefits.
  12. In consultation with the Office of International Affairs, advise chairs and prospective employees of immigration requirements/laws and University policies relative to obtaining necessary employment visas.
  13. Review & respond as appropriate to claims for unemployment benefits. Appear & testify at hearings as necessary. Working closely with the HR Specialist, receives & hears complaints/concerns and acts to resolve personnel conflicts.
  14. Train, evaluate and supervise of administrative staff in various functional areas.
  15. Aid the Dean in the formulation, optimization, execution and evaluation of all policies, procedures and operations of the College.

Duties and Responsibilities
  1. The primary purpose of this position is to support the director in UHSM leadership, program development, and the direction and coordination of activities that promote the goals of UHSM. These include clinical medicine, preventative health, fiscal, personnel management, information technology, accreditation, and health insurance related activities.. The Administrator will serve as the associate/assistant director of UHSM during the absence of the director and will also explore, innovate, and establish new programs.
  2. The Administrator is responsible for the management of day-to-day UHSM operations, including personnel hiring, supervision and evaluation, budget and fiscal, insurance billing and cashier, coordination of audit activities, clerical, and other program activities. Develop/update and oversee all UHSM policies and procedures including patient rights and privacy as require by HIPAA regulations.
  3. Assess needs and services for UHSM to determine program development. Coordinate and supervise accreditation efforts. Conduct research and facilitate student and staff research in areas relating to health needs and health care of students. Serve as an advocate in seeking extramural funding in support of a program expansion and enhancement through research and evaluation activities.
  4. Ensure adequate maintenance of the facilities and be responsible for space and equipment assignments. Develop and supervise the information technology program including the electronic health record.
  5. Facilitate communication between the various UHSM sections, Office of Student Affairs, UHM campus, the local community, and other outside entities. Promote the integration of UHSM consistent with the academic mission of the University. Establish and maintain contacts with System, regional, and national groups to share information and programming in the area of college health.
Minimum Qualifications
  1. Assistant Specialist: A Masters degree from a college or university of recognized standing, with work in a related field, such as health care, health education, education, social work, nursing, psychology, public health, business administration, or personnel management fields; plus 30 credits of additional graduate level courses; at least three years of experience as a junior specialist, or its equivalent, including at least two years of experience in health care related work.
  2. Associate Specialist: Doctorate degree from a college or university of recognized standing, with work in a related field, such as health care, health education, education, social work, nursing, psychology, public health, business administration, or personnel management fields; at least four years of experience as an assistant specialist, or its equivalent, including at least two years of experience in health care related work.
Desirable Qualifications
  1. Experience in a college health setting with responsibilities in establishing, defining, and implementing health care policies and procedures. Demonstrated leadership qualities and ability to innovate, develop, and implement new education programs. Experience in working in a university setting and in health education programs, including mentoring/teaching students and evaluation of programs.   • Coordinates the placement of students in care professional sites with supervisors to provide services to patients, tracks and analyzes evaluations, and manages daily program issues as needed,
  • Develops and implements new community programs and sites by networking, partnering and seeking grants with physicians and various agencies (ie: DOE, HMSA, Drug Enforcement Agency). Designs educational expectations and creates schedule of visits.
  • Manages the longitudinal lecture series for first- and second-year medical students including the recruitment & scheduling of faculty speakers, providing audio/visual setup, collecting lecture objectives and placement of questions on exams from lectures.
  • Oversees the medical student enrollment for the required summer selective courses (MDED 555), assigns teaching space to faculty, trains faculty on the procedures for establishing new courses, and recruits new faculty to teach courses as needed.
  • Oversees the 1st- and 2nd-year med student elective program required to meet the elective requirements of LCME accreditation including coordinating teaching sites, and guiding faculty members through the process of establishing new courses.
  • Aligns each elective experiences w/ the school’s policies, practices, & educational philosophy.
  • Develops the budget for the OME CHP and oversees the preparation and completion of fiscal documents including those for reimbursement of educational supply expenses for first and second-year educational programs.
  • Directs faculty & staff grading of mid-& end-course examinations for 1st- & 2nd-yr med students in adherence w/ academic guidelines, prepares, disseminates, & collects exams from faculty graders, & disseminates course performance results to med students.
  • Oversees special testing accommodations for students in conjunction with the Office of Student Affairs.
  • Provides administrative & analytic support & follow-up for the Preclinical Education & the Electives Committees, including preparing & consolidating student performance data for committee meetings.
  • Creates curriculum sub-committee reports required to show compliance with LCME accreditation standards on the regular review of the content, sequencing, & vertical integration of content in the preclinical segment of the curriculum.
  • Responsible for the overall management of the OME Community Health Program (CHP),a one-year course required of all 1st-year med students. CHP meets the community service & service-learning requirements for Liaison Committee on Med Ed (LCME) accreditation.
  • Independently recruits faculty and staff, evaluates supervision of students, insures the CHP is in alignment with the school’s educational philosophy, and coordinates the community health student assignments at the community health fair.
