 Duties Summary:
This position is located at the Library for the Blind and Physically Handicapped, Hawaii State Public Library System and serves as supervisor of the Transcribing Services Section and technical resource person for transcribing materials to Braille, large-type and audio recordings. Duties and responsibilities include training, supervising and reviewing the work of staff who transcribe printed materials into Braille, large-type and audio recordings; providing expertise in new transcribing techniques and the use of specialized recording and transcribing equipment; and coordinating the daily Radio Reading Service which includes selecting materials for the program, scheduling, training, supervising and reviewing the work of others; and performing other related duties as assigned.

Note: Incumbents in these positions are required to work rotating shifts, including evenings and weekends.
 Minimum Qualification Requirements:
To qualify, you must meet all of the following requirements:

General Experience: One year of clerical work experience which demonstrated knowledge of spelling, arithmetic, the ability to read, understand and follow oral and written instructions, and compare words and numbers quickly and accurately. This experience must also demonstrate knowledge of and ability to perform various clerical procedures, operate various kinds of office equipment, and deal with others in a tactful and polite manner; or must have been at least comparable to the Library Assistant II class in the State service.
The Library Assistant II performs a number of simple and repetitive clerical or manual library routines in accordance with established procedures; and performs other related duties as assigned.

Specialized Experience: Two years of progressively responsible experience in a library which involved performing various library support activities (e.g., circulation work, stack maintenance, processing orders for library materials, posting receipt of periodicals and other materials, locating and verifying bibliographic information using standard sources, etc.) and which provided knowledge and required the application of library terminology, practices, policies and procedures and understanding of the nature and organization of library materials. The experience must also demonstrate knowledge and understanding of various elements related to the organization of library materials, including elements of bibliographic description, catalog card elements and general format, standard library tools and reference sources (e.g., Library of Congress Subject Headings, Books in Print, Reader's Guide to Periodical Literature), classification scheme(s) (e.g., Dewey Decimal, Library of Congress), and/or the nature of various types of publications and materials.

Technical/Paraprofessional Experience: Two years of progressively responsible work experience which involved performing technical paraprofessional library work (e.g., copy cataloging, general reference, collection maintenance). At least one (1) year of the required experience must have been comparable to the Library Technician VI level in State service.
Library Technician VI in State service supervises and participates in performing complex library support work; and/or perform substantive technical/paraprofessional library support work which requires knowledge and understanding of techniques used in one or more of the basic elements of library sciences; independently provides reference and readers' advisory services which regularly requests for technical and/or obscure information; performs original cataloging under the close supervision of a librarian/higher level library technician; performs collection maintenance and provides specialized services under the close supervision of a librarian/higher level library technician; and performs other related duties as assigned.

Braille Transcription Experience: Applicants must possess experience which involved transcribing printed materials to Braille, large-type and audio recordings according to the National Braille Association standards. Such experience must have been performed independently and must have demonstrated possession of knowledge of the principles and practices of Braille transcribing; principles and practices of transcribing printed materials to large-type and audio recordings according to National Braille Association standards; ability to operate and work with various recording and transcribing equipment and accessories; and apply principles of transcribing print material into Braille, large-type and recorded form.

This experience may have been gained concurrently in meeting the experience requirements for the Library Technician VII, or through other work experience.

Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.

Substitutions Allowed:
A. Graduation from high school, or equivalent, may be substituted for six months of General Experience.
B. Successful completion of a substantially full-time clerical/office support or business technology curriculum leading to a degree, diploma or a certificate of achievement at an accredited community college, business or technical school, which included courses in basic English, arithmetic, general clerical procedures, and office machines, may be substituted for General Experience on the basis of fifteen (15) semester credit hours of satisfactorily completed coursework for six (6) months of experience, up to a maximum of one (1) year.
C. Successful completion of a substantially full-time library science or library technology curriculum leading to an Associate in Science, or comparable degree, at an accredited community college, junior college or comparable institution, may be substituted for General or Specialized Experience on the basis of fifteen (15) semester credit hours of satisfactorily completed coursework for six (6) months of General or Specialized Experience, up to a maximum of two (2) years.
D. Successful completion of coursework at an accredited college or university, leading to an associate or baccalaureate degree, which included courses in English composition and mathematics, may be substituted for General Experience on the basis of fifteen (15) semester credit hours of satisfactorily completed coursework for six (6) months of General Experience, up to a maximum of one (1) year.
E. A master's degree in library science, or satisfactory completion of all of the coursework (except for the thesis and/or comprehensive qualifying examinations) leading to a master's degree in library science, from an accredited college or university, may be substituted for all of the General, Specialized and/or Technical/Paraprofessional Experience required for Library Technician VII.
F. Graduate level coursework in library science from an accredited college or university may be substituted for the General, Specialized and/or Technical/Professional Experience on the basis of fifteen (15) semester credits for six (6) months of experience.
G. Excess Technical/Paraprofessional Experience may be substituted for General or Specialized Experience on a month-for-month basis.
H. Excess Specialized Experience may be substituted for General Experience on a month-for-month basis.
I. A Library of Congress Literary Braille Certification will be deemed to have met the Braille transcribing requirement.
