Operations Research and Planner
LGB and Associates has an immediate need for an experienced Operations Research and Planner Subject Matter Expert to work with USAPACOMM.
The duties will be to provide strategic planning and analyses forde liberate and time-sensitive HQPACOM planning and operations. You will be developing briefings, point papers, information papers, matrices, staff coordination packages, meeting agenda topics and will assist in drafting orders, plans, targeting older, during operations planning and course of action development.  You must be able to Identify and develop initial concept of operations (CONOP) for peace timestrategic messaging discrete events that are in line with the Theater Campaign Plan, support plans, concept plans, and execution orders. Provide other strategic messaging subject matter expertise and guidance on Tactics, Techniques, and Procedures (TTPs) and CONOPs, and provide deliverable sas required by USPACOMJ3SC. You will be expected to Integrate, coordinate, and facilitate assessment of the execution of strategic messaging strategies during peace time, humanitarian/disaster relief, joint exercises and contingency operations and Provide subject matter expertise during contingencies and crisis action planning to facilitate short-notice analysis of situations that can be addressed with strategic messaging capabilities.  In addition you will:
  • Coordinate strategic messaging force and capability requirements with HQUSPACOM and force provider commands and assess combat readiness of those forces as directed.
  • Recommend method sand facilitate assessment of the effectiveness of the execution ofstrategic messaging capabilities during exercises and operations.
  • Develop, coordinate, and integrate strategic messaging concepts and principles into USPACOM plans and operations through the integration of operations, actions, activities; words; and images to demonstrate United States resolve in the assigned area of operations to further higher headquarters policy objectives. 
  • Develop themes and messages for strategic messaging plans as directed. Facilitate the synchronization of Public Affairs, Information Operations, Operations, exercises, and Public Diplomacy capabilities for message delivery.

Knowledge, Skills, and Abilities:
The ideal candidate will have:
  • The ability to communicate effectively in writing and orally in order to perform briefings or coordinate various requirements of assigned project areas. 
  • Anin-depth understanding of joint operations planning, operations, and doctrine.  Anin-depth understanding of Department of Defense strategic communication process at OSD, Joint Staff, and Combatant Command level.
  • Anin-depth understanding of strategic messaging capabilities and joint and service doctrine and policies. Initiative and resourcefulness in research in emerging trends and capabilities to enhance the effectiveness of strategic messaging capabilities.
  • Ability to maintain positive working relationships with strategic messaging force provider organizations and higher headquarters.
  • Ability to research, create, develop, and deliver professional briefings, presentations, and written reports.
  • Ability to manage research and coordination projects.
  • Ability to interact with small groups on data and information requirements and coordination tasks.
  • Ability to interact with a wide range of audiences, including representatives from foreignmilitaries and non-government civilians.
  • Top Secret Clearance is required
