ESSENTIAL DUTIES AND RESPONSIBILITIES include the following as assigned by the Senior Program Manager. Other duties may be assigned.

A. APPLICATION AREA KNOWLEDGE, STANDARDS & REGULATIONS
• Utilizes and ensures compliance with the Project Planning Policy per direction of Assigned Program Manager.

• Per Program Manager direction, communicates contract requirements, specifications and customer expectations to all departments to ensure incorporation into the Project plan.

• Per Program Manager direction, estimates change orders with input from crafts and subcontractors in accordance with the Corporate Estimating Policy.

B. UNDERSTANDING THE PROJECT ENVIRONMENT

• Analyzes schedule information providing progress and forecasts to Management; Identifies variances to project plan that may need immediate Management attention.

• Identifies and obtains written approval for contract change orders.

• Develops and implements project/production schedules and other resource planning documents.

• Disseminates work packages and work authorizations, prints and other pertinent project information.

• Plans, organizes, and coordinates resources as a delegate of the project’s Program Manager all phases of ship repair, conversion, and fabrication.
• Monitors and verifies job progress and expenditures.

• Interfaces with Supply Chain, Estimating, Quality Assurance, and Crafts to ensure work is accomplished in accordance with the Project Plan.

• Acts as liaison between owners, crafts and other regulatory bodies.

C. GENERAL MANAGEMENT KNOWLEDGE & SKILLS

• Expected and required to be the Leader in maximizing the output of the Project Team by continually challenging and improving upon current processes and methodologies.

• Leader in Process Improvement utilizing the tools of Value Stream Mapping, LEAN and 5S.

• Learn Program Management techniques, i.e., PMBOK methodology, EVM – earn value management.

D. INTERPERSONAL SKILLS

• Initiates and builds collaborative professional relationships with internal and external customers.

SUPERVISORY RESPONSIBILITIES

Carries out supervisor responsibilities in accordance with the Company’s policies and applicable laws. Responsibilities may include, but are not limited to, planning, assigning, and directing work; appraising performance; recommending reward/discipline of employees; addressing complaints and resolving problems.

Required Skills: 
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION/EXPERIENCE • Computer proficiency in Microsoft Office Suite (Word, Excel, Outlook, Project); • Engineering or Bachelor’s Degree, and • 3-4 years marine related experience or • Equivalent combination of education and experience.

Candidate must be a U.S. Citizen and have the ability to attain a government access badge.
