Duties and Responsibilities
  1. Evaluate application to analyze data, individual circumstances, past history of financial aid, satisfactory academic progress, completeness of information for accuracy, verify admission, ability to benefit criteria, and program eligibility as appropriate.
  2. Determine student's eligibility for financial aid based on the U.S. Department of Education's need analysis system and follows awarding procedures accordingly.
  3. Award applicants any appropriate combination of the available program fund sources to meet the difference between the student's family & other resources while using Kauai CC's Cost of Education formula accordingly.
  4. Establish procedures for evaluating complex application information for the determination of need and aid eligibility pursuant to federal and state regulations.
  5. Develop and apply methods for monitoring & controlling the commitment of funds for programs assigned to officer.
  6. Serves as additional resource person responsible for the management of assigned financial aid programs.
  7. Monitors and evaluates students continued eligibility for aid based on academic progress as specified by Federal guidelines and campus policies.
  8. Conducts periodic outreach services to high schools, college explorations/orientations, community and civic groups, and affiliated learning institutions to promote financial aid and higher education.
  9. Apply policies & procedures in compliance w/federal guidelines to monitor students continued eligibility for aid based on satisfactory academic progress and student enrollment.
  10. Apply institutional policies to insure compliance with federal & state regulations.
  11. Provide student financial counseling services including loan counseling and financial/debt management.
  12. Assist with establishing procedures for evaluating complex application information for the determination of need & aid eligibility pursuant to federal & state regulations.
  13. Develops, improves, and maintains an on-line computerized financial aid database management and informational retrieval software system.
  14. Assists with research, preparation & submission for the annual funding request for federal & state financial aid funds and other special reports required by funding agencies.
  15. Work with Admissions Counselor and other Counselors assigned to special projects on the financial aid application process so they can appropriately refer and/to assist students and parents.
  16. Revise awards of aid based on a re-evaluation of circumstances.
  17. Refer student to other specialized services of the College or community as deemed appropriate.
  18. Assist transferring students to other institutions with information of comparable programs in other institutions; explain how Kauai CC aid affects future awards. Provide correct referral to financial aid operations in Hawaii education institutions.
  19. Assist students who do not meet satisfactory academic progress in understanding how they can qualify to reapply for aid when in good standing with other offices in the college.
  20. Assist with specialized processing functions to support the Student Services in all financial aid areas.
  21. Participates in a variety of student service support program activities, in support of financial aid.
  22. Other duties as assigned
Minimum Qualifications
  1. Possession of a baccalaureate degree in Education, Business, Communication, Public Administration, or Social Science and 3 year(s) of progressively responsible professional experience with responsibilities for providing financial aid services in a collegiate setting; or equivalent education/training or experience.
  2. Considerable working knowledge of principles, practices and techniques in the student financial aid program as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with financial aid regulations to develop policies and procedures pertaining to the awarding of financial aid, monitoring of services, and auditing compliance of programs.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  9. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Desirable Qualifications
  1. Experience in financial aid counseling and program responsibility and/or possession of relevant professional experience in higher education student services, counseling, or admissions.
  2. Experience in work requiring attention to detail and interpreting regulations.
  3. Experience working with community college students.
  4. Experience using a computerized financial aid information system or on-line student information systems (i.e. Banner).
  5. Experience in providing educational services, counseling, or other assistance to students and student groups, including minority or disadvantaged groups.
  6. Ability to work evenings and weekends, on- and off-campus settings, and with a variety of traditional and non-traditional students and applicants for admission.
