Job: HR Service Center Administrator

TitleHR Service Center Administrator 

DescriptionResponsible for the accurate and efficient operation and daily administration of KS’ health and welfare, retirement and disability management programs. With the Service Center Manager, responsible for the coordination of Service Center activities related to annual salary adjustment processes, e.g. Merit Increases, Teacher Renewals, etc., conducts audit of data entry and provides guidance and second tier support to Service Center Representatives regarding Service Center processes. Develops and maintains a strong working knowledge of HR systems for reporting, analysis and related activities. Other duties as assigned.

•  Benefits & Retirement Administration & Operations: Works closely with the Benefits & Retirement Partner in the Workforce Investment Group (“BRP-WIG”) to administer and carry out the operational activities of Kamehameha Schools’ health and welfare and retirement programs for employees and retirees. Develops and implements appropriate systems, and processes to support the accuracy and efficiency of benefits processing. Responsible for insuring that all health and welfare programs are administered in compliance with all related federal and state laws and regulations. Insures that all eligible employees and retirees are provided coverage in accordance with their elections and plan rules and that all benefit deductions and/or credits are correct. Insures that accurate payments to carriers are made on a timely basis. Responsible for the maintenance of all benefit program records as well as individual employee files. Works with the BRP-WIG to coordinate Annual Enrollment activities and actively participates in vendor management calls. Manages and coordinates KS’ COBRA program. Conducts regular audits of all benefit programs to insure accuracy to include audits of claims, deductions crossing multiple systems, and resolves discrepancies in a timely manner. Develops and maintains procedures and operational guidelines relating to employee and retiree benefits and communicates operational changes with the HR staff. Conducts training for HR staff as needed. Responsible for the operational activities of the KS Retirement Plan and retiree benefits to include (but not limited to) conducting retirement benefit calculations and assuring accuracy of information provided, assuring the processing for retirements and terminations is complete for all requests and performing retirement counseling. Also responsible to insure that the computerized pension administration system is kept current for plan changes, changes in the law, system enhancements and upgrades. Oversees payments made from the Retirement Plan to vendors and assures that they are accurate and timely. Administers day-to-day 401(k) processing, insuring accuracy and timeliness in processing transactions. Responsible for assisting in the development of policies and implementing procedures related to KS’ benefit programs. Serves as Tier Two resource for the HR Service Center staff with regard to employee and retiree benefit matters. Insures follow-up and resolution of complex situations related to the operations and administration of health and welfare and retirement benefits.

•  Disability Management: Responsible for the administration and coordination of all employee disability leaves. Insures that all employee leaves are administered in compliance with all related federal and state laws and regulations. Works closely with employees requiring leave and advises employees on the impact of leave on their pay and benefit plans. Communicates information to affected staff related to benefit and leave programs, policies and procedures. Insures leaves are managed in accordance with the Family & Medical Leave Act and Hawaii Family Leave and insures coordination with other leave benefit programs to include Temporary Disability Insurance, Medical Disability Leave, Long Term Disability, Workers’ Compensation, etc. Manages leave cases in leave management system and communicates with timekeepers and supervisors on the appropriate paid/unpaid leave codes to apply to each individual situation. Provides periodic updates to supervisors regarding employee’s disability status as appropriate. Ensures confidentiality of personal medical information in accordance with all federal and state laws and regulations. Develops and maintains procedures and operational guidelines relating to employee disability leave programs and communicates operational changes with the HR staff. Conducts training for HR staff as needed. Insures follow-up and resolution of complex situations related to the operations and administration of employee leave benefits and programs.

•  Data Entry and Annual Salary Adjustment Activities: Conducts audit of data entry to insure integrity of employee information. Provides guidance to HR Service Center Representatives regarding the data entry process and assists them in researching and resolving issues to insure that all employee change information is being reported and entered accurately. Retrieves, enters and processes complex employee related data transactions in the Human Resources Information System while ensuring compliance with Human Resource policies, collective bargaining agreements and laws. Performs complex historical data corrections as required. Assists in the coordination of Service Center activities for annual salary adjustment processes such as merit increases and teacher renewals. Represents the Operations department when collaborating with other HR departments on these annual activities and keeps the Operations team abreast of relevant information.

•  HR Systems: Develops and maintains a strong working knowledge of all HR Systems, including the HR Information system, benefits administration, applicant tracking, payroll and retirement and pension systems. Responsible for running reports and performing analysis of HR and Payroll data. Assists the HRIS staff in the testing and impact analysis of changes to the HR systems including technical and programming changes and upgrades. Works on special projects as needed to insure that all HR systems are implemented and/or modified in accordance with technical requirements. Provides support to all users of the HRIS and related systems.

•  Performs other related duties as assigned or requested.
 

Position Requirements

  • 3 - 5 years of progressively responsible HR assignments with specific knowledge in the Benefits, Retirement or Disability Management functions.

  • Good working knowledge and understanding of health and welfare, retirement and disability plans and related laws. Strong background in the management of disability absences.

  • General knowledge and familiarity with various HR functional areas such as Recruitment, Employee Relations and basic knowledge of payroll functions.

  • Excellent administration and operational skills/knowledge required to analyze issues, develop or modify procedures and to integrate appropriate systems.

  • Excellent organizational skills and attention to detail necessary to insure data integrity, handle multiple and competing deadlines and adherence to guidelines.

  • Strong computer capabilities including excellent knowledge of computer and standard applications to include word processing, spreadsheet, database management and presentation software, as well as in working with integrated Human Resources Information Systems and Applicant Tracking systems.

  • Excellent customer service and interpersonal skills to provide effective benefits and retirement counseling to staff and training for HR staff.

  • Excellent written and verbal skills to prepare general correspondence, management reports and to communicate effectively with all levels of management and staff.

  • Working knowledge of wage and hour law.

Preferred Qualifications:


  • Certification in Employee Benefits (CEBS)

  • Previous HR work experience specifically in the area of retirement administration.

  • Certified Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) by the Human Resource Certification Institute (HRCI).
 

Educational RequirementsBachelor's degree in business administration, management, human resources or related field and at least three years of directly related experience with specific professional knowledge of Benefits and Disability Management OR at least five years of progressively responsible HR assignments with specific knowledge in the Benefits, Retirement or Disability Management functions in lieu of degree.
