JOB SUMMARY:
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the “Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Duties:
- Serves as the Detachment’s Senior Operator for HUMINT covering aeronautical systems, cyberspace, space, or advanced technologies. Provides expert HUMINT collection on foreign capabilities to senior AF operational planners at HAF, ACC, CENTAF, USAFE, PACAF, AFSPC, and other organizations.
- Serves as Det 2’s Primary Intelligence Operator in the Global Activities Squadron. Responsibilities include directing collection efforts of military and civilian collectors covering foreign military issues.
- Serves as Intelligence Community (IC) subject matter expert on HUMINT operations as they relate to foreign aeronautical systems, cyberspace, space, or advanced technologies. Develops controlled operational techniques to exploit information of importance to the IC.
- Recognized IC expert on controlled HUMINT operations as they relate to foreign military systems – represents DoD, the Air Force, and NASIC as a HUMINT operations expert on Service, DoD, and national-level working groups. Occasionally hosts such meetings which may involve dozens of analysts, system engineers, collectors, and operators from throughout the intelligence/warfighting communities.
- Serves as expert controlled HUMINT collector. Plans and conducts =operational meetings with DoD, commercial, and academic entities. Performs other duties as directed.

Specialized Experience:
Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Examples of creditable experience include: Comprehensive knowledge of controlled HUMINT collection methods, techniques, and practices in order to mentor a Det of HUMINT collectors and ensure operations meet DoD and US Government policies and guidelines for effective, safe, and ethical HUMINT activity. Comprehensive knowledge of intelligence oversight, legal rights of US citizens regarding intelligence, and IC standards for operational coordination and deconfliction of HUMINT operations. Knowledge of advanced HUMINT methods to include the operational design, assessment, management, and use of humans as sources of intelligence in a manner that efficiently answers US Air Force intelligence gaps. Knowledge of the national IC, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations; and skill in coordinating and deconflicting operations with DoD entities, US Government agencies, and US Embassies. Skill in collecting and reporting information of intelligence value to DoD and IC consumers and tailoring day-to-day work to meet intelligence requirements. Skill in communicating effectively with national and DoD HUMINT counterparts, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise proposals and reports, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendation under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively. ADDITIONAL CONDITIONS OF EMPLOYMENT:
- This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.
- Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Mobility is a condition of employment. The employee must sing and Air Force-wide mobility agreement.
- Employee must successfully complete a CI-scope polygraph examination.
- Advanced certification in controlled HUMINT operations is highly desired.
- A Bachelor’s Degree or course work in international relations, political science, or foreign language capability is highly desired.
- A Master’s degree is highly desired.
- Employee is subject to irregular duty hours and may be subject to working overtime and weekends.
- Employee may be required to travel by military or commercial aircraft in the performance of temporary duty.
- This work is mostly sedentary performed in an office setting. Prolonged periods of sitting, reading, and intense data analysis are typical.
